Housing Programs

The South Central MN Multi-County HRA provides the following programs:

 

HCV Rental Assistance Program - This program will help pay your rent if you are an income eligible family or individual. Participants need to find their own rental units.  These units must meet Federal HCV Housing Quality Standards (HQS) and landlords must be willing to participate in the program.  Tenants receive rental assistance based on income and household size.  Eligible families and individuals pay 30% to 40% of their gross annual income towards the gross rent. The HRA pays the balance of the rent.

 

HCV Homeownership - This program assists first-time homeowners with their monthly homeownership expenses.  The home must pass initial housing quality standards inspection conducted by the HRA and an independent home inspection before the HRA may approve the purchase by the family.  Homeownership participants must be a qualified applicant or participant in the HCV Rental Assistance Program.

 

Family Self-Sufficiency (FSS) - This is a work-incentive program for clients receiving rental assistance through the HCV Program.  The FSS Program Coordinator will work with you to set up a five-year plan that includes employment, education, and training goals. Every 6 months, these goals will be reviewed and revised to meet your needs.  Participation in the FSS Program provides you with a number of benefits including referral services and information and training opportunities.  Most importantly, involvement in FSS allows you to establish a savings account using no personal money. 

 

Rental Assistance Program (RAP) - This is a state funded, referral only, rental subsidy program.  A Service Provider shall develop and implement a transition plan for each household or individual to assist them in moving from RAP to self-sufficiency or to a rental assistance program that is not time-limited.  RAP is renewable annually for those in compliance with their transition plan.  Eligibility is income-based and limited to a maximum of $250 subsidy per household, with a limit of five years. Participants must choose a rental unit that meets Federal HCV Housing Quality Standards (HQS).
